I just logged into Simsfileshare to upload some items, and this popped up:

Rules for UsSim File Share does not hold any rights over your files, and we will not redistribute them without your permission. As long as your files are hosted on Sim File Share, you give us permission to share them with rehosting sites if we close Sim File Share. If that happens, we will decide which sites receive the files. If you decide that you don't want your files to be rehosted, you should delete them from Sim File Share. Deleted files will not be sent to rehosting sites. If you are unable to delete your files, you can contact us and we will delete them for you, as long as we can verify that you are the owner of the account.We won't delete files unless it is necessary to do so, for example because their contents are illegal or against these terms of use, or because they are causing or involved in a technical problem which can only be solved by deleting the files in question. The exception to this is if you ask us to delete your files.We don't collect any identifying data about you without explicitly asking your permission. The exception to this is your IP address, which appears in our logs. The only data we will share about you is your username, unless we are legally obliged to share more.

You also agree not to invite anyone if you know they plan to break this rule.You are allowed to use Sim File Share to share monetised (profit-making) files, including by using a service such as ad.fly. However, you agree not to hold us liable for any financial loss, if we have a problem which prevents your downloaders from accessing your files.

I haven't heard anything about them closing, but I do know that a lot of people had questions pertaining to these things so it may just be a blanket disclaimer that SFS decided to put up.  That being said though, I've been out of the loop with CC due to all this hurricane Harvey hitting us mess, but I'm not sure anyone's really 100% sure.  What I have seen is that fewer people seem to be using that hosting service and I'm not sure if the newness just wore off or what...

Hey Pet :)

I follow SFS on my Tumblr page, and thus far, they have given no indication (that I've seen) of the closing at any time. I pop out invite codes onto my own tumblr page about once a month, and as per Waffle's statement, it would seem that, thanks to Media Fire, and AdFly...SFS is gaining a slight bit of momentum. Others, however, tend to use Box for their downloads.

As per the statement you posted....that's a standard TOU statement that's generated by almost every download host. It's simply modified to suit the SFS site (i.e.: with its name, and other Sim-related statements).
